Just as the Kosovo campaign wasn't won by bombs
and bullets alone, neither will we win the campaign
on terror exclusively through the use of force.
We have to deprive our adversaries of the incentive,
the legitimacy, and the hope that they can ever
succeed. As Napoleon himself reportedly said,
"In war the moral is to the material as
three is to one." In our understandable
concern to take prompt and effective action,
we must not lose sight of the larger, broader,
less concrete, but ultimately more important,
struggle over human values and beliefs.
